Investigation: Sailors' Abuse Kept Silent in Navy Canine Unit Document Collection

We are posting the documents we have received that pertain to the story of Joseph Christopher Rocha, the investigations into allegations of abuse, Rocha's military record and the voluntary statement he made regarding his sexuality that ended his career under "Don't Ask, Don't Tell".
